In accordance with the recent decisions of the National Emergency Committee, truck and bus drivers entering the country from the European Union and other countries are released from quarantine measures.

The relief applies to drivers of vehicles with a permissible load capacity of more than 2.4 tons for the carriage of goods, and drivers of vehicles with a load capacity of more than 9 seats, including the driver’s seat, ensuring the transportation of passengers.

Drivers still must provide proof of vaccination, screening or illness, and complete a Passenger Location Form (PLF).

The passenger locator model has been implemented in many countries in connection with the next wave of the COVID-19 pandemic, mostly in the case of passenger air transportation. From Monday, December 20, it will be mandatory when entering Romania.

Authorities there have announced that they will also implement other measures within this deadline, such as requiring a PCR test for no longer than 48 hours for entry into the country by third-country nationals and imposing a mandatory 10-day quarantine for unvaccinated people, regardless. From their country of origin:

Romanians and other EU citizens as well as people from other countries, i.e. outside the EU, will have to submit the RT-PCR test obtained no later than 48 hours before the flight. Unvaccinated people will be placed in quarantine for 10 days. People from other EU countries will continue to provide, as before, an EU certificate confirming vaccination, passing the disease in the last 180 days, or negative RT-PCR test results obtained 72 hours before travel. People who have not been vaccinated or have not fallen ill in the past six months must be placed in a 10-day quarantine when traveling from other EU member states in the red zone. Health Minister Alexandro Ravella explained that if people who did not contract the disease and did not submit a RT-PCR test that was taken 72 hours before departure are not vaccinated, they will be isolated for 14 days.

A sample form is available on the website Ministry of Interior Affairs.
